SUMMARY: Director of Government Affairs directs and manages the coordination, development, and implementation of the Beaufort-Jasper Water & Sewer Authority (BJWSA) governmental affairs and relations activities and represents the utility’s interests with various governmental agencies and officials.
Develops plans, policies, and teams to build relationships and liaise with government entities (state and local) that regulate of influence business activities.
Duties include but are not limited to: Performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization; confers with BJWSA leadership team, technical staff, and counsel as appropriate; tracks legislation of interest and provides routine summary reports regarding potential impacts or benefits Identifies opportunities for engagement on related state and local issues and assists as needed in the execution of state-level advocacy activities, including coordinating correspondence, meetings, and other activities Informs BJWSA management on complex municipal and community issues and assists with solution development and analysis Drafts legislative and policy changes that will support business operations Collaborates with industry, customer and community groups and organizations with complementary interests and objectives Creates communication and messaging to support business objectives Seeks leadership roles in trade and industry committees Ensures the Authority is represented on relevant state and local task forces, workgroups, committees and coalitions that pertain to business interests and objectives.
Develops and/or grows relationships with relevant state and local government officials and community stakeholders, and works to help educate on issues of importance concerning business operations.
Keeps abreast of and advises on alternative funding sources for water utility infrastructure, operations, and programs, such as grants and other related funding mechanisms Drafts and completes grant applications according to application requirements.
Establishes and administers a program for providing water/sewer service in underserved communities.
Collaborates with the BJWSA management team to develop long-range, strategic goals related to governmental affairs and relations.
Prepares reports for BJWSA management team and board on governmental and community relations, strategies and activities.
Develops and makes presentations to local stakeholders and community groups Participates in representing BJWSA on public relations issues, develops and implements special projects as assigned, including those involving strategic focus objectives Performs other duties as required.
Exercise considerable initiative and judgment in carrying out assigned duties.

EDUCATION and/or EXPERIENCE: College degree required with major in public policy, public administration, business or equivalent.
5 years of experience in advocacy or public policy required.
